Shipping Key to have own section in CMS

At the moment, shipping keys need to be manually added to customers and shipping services separately. If shipping keys had it's own section in the CMS (like groups and zones), it would be easier for the customer to add keys to bulk customers and to see what keys are attached to what customers without having to go in and manually check.
